Brownfields Sites

Properties enrolled in state or tribal brownfield programs: sites where redevelopment or reuse is complicated by the presence or potential presence of contamination, being assessed or cleaned up with program oversight and often public funding (EPA brownfield grants flow through many of these). ASTM also lists local brownfield lists among additional local sources.

In a Phase I ESA

ASTM E1527-21 requires a 0.5 mile search for state and tribal brownfield sites.

A brownfields listing signals suspected or confirmed contamination plus an intent to redevelop. The program file typically contains Phase I and Phase II assessments and cleanup planning. For an enrolled subject property, that file is the richest available history, and its status (assessment underway, cleanup complete, institutional controls recorded) drives the REC/HREC/CREC read. Nearby enrolled sites are read like any off-site source: contaminants, media, distance, gradient.
