TRI (Toxics Release Inventory)

Annual self-reported data under EPCRA Section 313. Facilities in covered industries report quantities of listed toxic chemicals released to air, water, and land or transferred off-site in the course of normal operations. This is emissions accounting, not an incident or cleanup database.

In a Phase I ESA

TRI is not one of the standard record sources in ASTM E1527-21 Table 2. Data vendors include it as a supplemental listing. It is most useful as operational context: a TRI-reporting facility on or adjoining the subject property tells you what chemicals moved through the operation and in what quantities, which informs reconnaissance and interviews. Permitted air emissions a mile away rarely bear on subsurface conditions at the subject property.

Treat TRI hits as characterization of a facility's operations, not as evidence of a release requiring cleanup.

EPA publishes TRI data with facility-level detail and year-over-year trends.
