NFRAP (SEMS-ARCHIVE)

CERCLA sites where EPA completed an initial investigation and decided no further federal Superfund action was planned: no contamination found, contamination removed quickly, or contamination not serious enough for the NPL. These sites sit in the SEMS archive. Vendors report them as NFRAP or SEMS-ARCHIVE.

In a Phase I ESA

ASTM E1527-21 requires review of federal CERCLA NFRAP sites within 0.5 mile of the subject property. The standard itself adds a caution (Table 2, Note B): an NFRAP entry says nothing about whether contamination remains at the site, and it says nothing about what a state agency may have separately required.

In practice, NFRAP closes the federal Superfund question and nothing else. Cross-check the same site against state cleanup and tank databases before concluding it is resolved. The same facility often appears in both, and the state record is frequently the one still open.

EPA's SEMS public data includes archived sites. State agency records fill in what happened after the federal file closed.
